Office of Broadband Access and Expansion (OBAE)
The Office of Broadband Access and Expansion (OBAE) announced three new broadband planning grants, bringing the program’s total awards to $3.1 million while $1.9 million in funding remains available for immediate use.
Critical funding deadline: The remaining $1.9 million in Grant Writing, Engineering and Planning Program (GWEP) funds must be expended by June 2026. OBAE strongly encourages eligible entities to apply now to secure these vital resources for broadband infrastructure development.
The GWEP program offers significant advantages for eligible applicants:
- No matching funds required
- Non-competitive assistance grants designed to spur broadband infrastructure projects in areas without broadband service
- Multiple awards allowed – entities can receive a second grant
- Broad eligible uses including strategic planning, engineering services, grant writing, and infrastructure analysis
Who can apply: Tribal governments, local governments, rural telephone cooperatives, and rural electric cooperatives are eligible to apply immediately.
With 31 total awards issued to date – including 14 Tribal communities, 14 local governments, and three rural cooperatives – the program has a strong track record in advancing broadband access across New Mexico’s underserved areas.

Grants for Arts Projects (GAP) provides project-based funding for organizations in the areas of Arts Education, Challenge America, Dance, Design & Our Town, Folk & Traditional Arts, Literary Arts, Local Arts Agencies, Museums, Music, Opera, Presenting & Multidisciplinary Works, Theater & Musical Theater, and Visual and Media Arts. Funded activities may include a wide range of arts projects described in the application guidelines. Awards require a 1:1 cost share. We welcome applications from first-time and returning applicants; from organizations serving rural, urban, suburban, and tribal communities of all sizes; and from organizations with a range of operating budgets. treatment and recovery support that leads to long-term recovery.

Under this Notice of Funding Opportunity (NOFO), the DOE Office of Indian Energy Policy and Programs is soliciting applications to advance affordable, reliable, and secure energy development of Tribal energy resources for the benefit of Tribes and their members.
Projects funded under this NOFO are expected to advance Tribal sovereignty through Tribal energy development, efficiency, and use.
Projects under Topic Area 1 are expected to serve the electric loads and support the energy needs of Tribes at the scale of a Tribal community or communities. These projects entail the construction of energy assets and projects.
Projects under Topic Area 2 are expected to complete all pre-development activities necessary for the deployment of community scale energy projects.
Projects under Topic Area 3 are expected to complete necessary pre-development activities for large scale commercial development of Tribal energy resources which lead to enhancement and strengthening of Tribal energy and economic infrastructure.
DOE expects to make approximately $50 million of federal funding available for new awards under this NOFO. DOE may issue awards in one, multiple, or none of the Topic Areas.

Submission Details:

The DOE Office of Indian Energy Policy and Programs will conduct an informational webinar on April 9, 2026 at 3:00 Eastern Time. The webinar will provide information on the NOFO to potential applicants. In addition to describing the NOFO, information will be provided on who is eligible to apply, what an application needs to include, cost share and other requirements, how to ask questions, and how applications will be selected for funding. If you are unable to attend the webinar, it will be recorded and posted for later viewing.
