About the Indigenous Youth Council

The Indigenous Youth Council (IYC) serves a pivotal role in guaranteeing that the perspectives and concerns of Indigenous youth are not just acknowledged but integrated into decision-making processes affecting them directly.

IYC is comprised of Native American youth in high school who reside in New Mexico. There is an application process for each year’s cohort. All IYC members accept the responsibility of IYC membership by actively participating in all organized meetings, committees and activities.

The IYC makes sure young Native voices are heard and included in decisions that affect them. It connects youth with local leaders so they can share ideas and take part in shaping their communities.

Build future leaders: Youth councils give young people real experience in civic engagement and leadership.
Boost understanding: Members learn how local government and policies work.
Lead initiatives: Youth identify and lead community projects.
Advise leaders: Councils share input on issues like laws, budgets, and youth programs with elected officials.

The purpose of the IYC is to give Indigenous youth a voice in the community and to help them develop the skills to become responsible citizens and leaders. The IYC will provide a collective voice and represent Indigenous youth of New Mexico in all matters that concern them; to serve as a means of mobilizing and coordinating the actions of youth, other community members and organizations toward positive goals; to promote the development of future leaders; to help solve problems facing Indigenous youth; to coordinate community service projects; and provide opportunities for the youth to interact for fun and fellowship.

The IYC was established in February 2021 following two listening sessions that the Indian Affairs Department (IAD) held with Indigenous youth from across the state.

Qualifications

• Must be Native American (enrollment in a recognized Nation, Pueblo or Tribe is not necessary).
• Reside in New Mexico.
• Be a high school student Freshman, Sophomore, Junior or Senior in the 2025-2026 school year.

Opportunity

• Organize beneficial programs and projects designed to meet the needs of Indigenous youth.
• Serve as an advisory committee on youth affairs to the local government.
• Act as a bridge between youth and community leaders to promote understanding and collaboration.
• Facilitate youth involvement in local governance and decision-making processes.
• Provide opportunities for Indigenous youth to shadow government officials and learn about public service.
• Develop and implement youth-led initiatives that address community concerns.
• Encourage leadership development through participation in a structured youth council.
• Promote self-improvement and cultural enrichment through mentorship, education, and community engagement.
• Establish priorities and tactics to address, annually.

Expectations

All IYC members accept the responsibility of IYC membership by actively participating in all organized meetings, committees and activities. IYC members are expected to participate in all meetings. Absences should be communicated prior to scheduled meetings to the Chair or Co-chair. IYC members are allowed 3 unexcused absences.

All parents/legal guardians of IYC members must give permission for their child to participate in IYC events and activities; authorize the use of and provide transportation; and chaperone as necessary.

Additionally, parents/legal guardians and members should understand that participation in IYC is not a right but a privilege that can be revoked if participants behave inappropriately.
